HDRI Board Reappoints Gurgen Petrosyan as President; Adopts New Suite of Internal Policies

Paris/Online 11 September 2026 - One day after HDRI's Extraordinary General Assembly adopted the Organisation's new Statutes, HDRI's Board of Directors convened for its regular meeting and took two further steps to strengthen the Organisation's governance.

President reappointed for a further term

Acting under Article 14 of the newly adopted Statutes, the Board reappointed Gurgen Petrosyan as President of HDRI for a further two-year term, running from 2026 to 2028. In keeping with HDRI's conflict-of-interest procedures, Gurgen recused himself from the deliberation and vote on his own reappointment, which was carried by the Board's remaining members.

A new suite of internal policies adopted

Exercising the authority conferred by Article 31 of the new Statutes, the Board also formally adopted a comprehensive suite of internal policies governing HDRI's day-to-day operations, ethics, and accountability, bringing the Organisation's governance framework fully in line with the ambitions set out in its newly ratified Statutes.

This suite includes policies on anti-discrimination, gender equality, safeguarding, accessibility and disability inclusion, environmental responsibility, political neutrality and electoral conduct, conflict of interest, anti-fraud and financial crime, whistleblowing, archiving and institutional memory, and HDRI's Code of Conduct and Rules of Procedure.

"These policies are what turns our values into practice," said Gurgen Petrosyan. "Adopting the Statutes was about who we are. Adopting these policies is about how we actually behave, every day, with each other and with everyone we work with."
