Our Mission
The mission of the Human Development Research Initiative (HDRI) is to advance human development and justice throughout the world through rigorous policy research and evidence-based advocacy, while giving students and young professionals a genuine platform to engage in policymaking and gain professional experience in the policy arena.
We exist because the people most affected by development, climate, migration, health, and social policy, the young generations who will live longest with their consequences, are too often absent from the rooms where those policies are designed. HDRI closes that gap by turning youth-led research into a recognized, credible voice in European and international policy debate.
We do not simply study policy from the outside. We build the evidence, ask the difficult questions, and bring youth perspectives directly into the rooms where decisions are made.
Our Vision
Our vision is to generate ideas and knowledge that inform policymaking processes, to create open spaces for debate, and to channel intellectual resources toward the monitoring and evaluation of public policy. We aspire to become key actors in the international development policy arena and to help bring about a fair, joint, and sustainable development for all.
We see a future in which:

Policy decisions affecting human development are consistently informed by rigorous, independent, and youth-generated research.

Young people are treated as legitimate contributors to policymaking, not simply as its future subjects.

Civil society organizations led by and for youth hold a permanent, structural seat within European and international governance.

Debate on development, climate, migration, health, gender, and social rights is more open, more evidence-based, and more accountable to the people it affects.
This is a long-term, generational ambition. HDRI measures progress not only by the policy briefs it publishes or the institutions it engages, but by whether the space for youth-led, evidence-based advocacy in Europe is measurably wider than it was before.
Our Core Values
HDRI's values operate on two levels. Three core values define what we do, they describe the activity at the heart of our mission, and everything HDRI produces can be traced back to one of them. Three standing principles define how we do it, they are the conduct our members are expected to hold themselves to in every publication, every partnership, and every public statement, and they underpin the three core values rather than standing apart from them.
Dialogue
HDRI exists to open conversations that too often happen without young people in the room. We build spaces, conferences, consultations, publications, partnerships, where diverse social groups, institutions, and generations can engage each other directly and constructively. Dialogue means remaining open to challenge as much as to agreement: we seek out perspectives that differ from our own, because policy debate that only talks to itself produces weaker policy. For HDRI, dialogue is not a communications exercise; it is the mechanism through which youth-led research becomes youth-led influence.
Research
Everything HDRI advocates for is grounded in evidence, not assumption. Our members conduct original, rigorous research across our five thematic pillars, Environment, Climate Change & Energy; Migration & Security; Global Health; Gender Equity; and Economic, Social & Cultural Rights, producing policy briefs and papers that meet the same evidentiary standards as any established think tank. Research is what gives HDRI's voice its credibility: it is the difference between simply having an opinion on policy and having a basis for one.
Development
Development is both our subject matter and our purpose. Substantively, it is the lens through which we examine every issue we work on, asking not just whether a policy is technically sound, but whether it advances fair, inclusive, and sustainable human development. Institutionally, development also describes what HDRI does for its own members: giving students and young professionals real experience in research, advocacy, and policy engagement, and developing the next generation of people who will go on to shape these fields professionally.
HDRI's mission, vision, and values are not confined to a statement, they shape the concrete choices the organization makes across its research, its advocacy, and its own internal life.

Rigorous, independent research: every policy brief and research paper published under HDRI's name goes through internal review to ensure it meets the evidentiary standards our value of Research demands, upheld with the honesty our principle of Integrity requires.

Accountable governance: HDRI's internal Rules of Procedure and its registration as an association loi 1901 under French law ensure that our commitment to Integrity applies as much to how we govern ourselves as to what we publish.
