Making equality a measurable policy outcome

Gender equity is too often treated as an aspiration rather than a policy target with concrete, measurable benchmarks. HDRI's Gender Equity team works to close that gap, examining the structural barriers that produce unequal outcomes across labour markets, political representation, and access to services, and holding policymakers accountable to the commitments they have already made.

Our research addresses gender-based violence, economic precarity, and the persistent underrepresentation of women and gender minorities in decision-making spaces, while also examining how gender intersects with every other thematic area HDRI covers, from the gendered impacts of climate displacement to the specific health needs left unaddressed by gender-blind policy design. We approach gender equity as a cross-cutting lens as much as a standalone field, because policies that ignore gender rarely serve everyone equally.
