HDRI Gazette

Every two months, a small team of researchers, interns, and partner voices sits down with one question in front of them: what is actually changing in Europe's development landscape right now, and what does it mean for the people living through it?

That question is the starting point for the HDRI Gazette.

Overview

The Gazette is the successor to HDRI's Biannual Thematic Index (BTI). The Index did solid work tracking trends in human development and rights-based policymaking on a fixed six-month cycle, but the pace of European policymaking has outrun that rhythm. Industrial competition, digital sovereignty debates, and shifting security priorities don't wait for a biannual publishing window, so neither do we anymore. The Gazette publishes bimonthly, timed to align with our internship cycle and, where relevant, with the European Union's own policy calendar, so that each issue lands while its theme is still live in the room where decisions are being made.

One theme, six angles

Rather than covering all of HDRI's focus areas at once, each edition of the Gazette commits to a single "Thematic Deep Dive", one question, examined in full from each of our six pillars:

Migration & Security
Global Health
Gender Equity
Economic, Social & Cultural Rights

The result is a 360-degree view of one issue rather than a shallow pass over six. A Deep Dive on strategic autonomy, for instance, might trace how industrial competition, defence spending trade-offs, and digital sovereignty are reshaping each of those six areas differently, giving readers a fuller picture than any single-angle piece could.

Themes aren't chosen in a vacuum. A rolling longlist is maintained against the EU and global policy agenda, geopolitical developments, and input from our Research Coordinators, so the choice of theme reflects what is actually moving, whether that's a working session on capital markets, a Foreign Affairs Council meeting on defence, or a shift in the EU's digital agenda. Because the theme is confirmed early but can still be adjusted in the first few weeks of the cycle if a major event demands it, the Gazette stays responsive rather than locked into a topic chosen months in advance.

What's inside an issue

Each edition follows a consistent structure, built so that a reader can go as deep or as fast as they want:

Editor's Note — a short, plain-language framing of why this theme is the focus right now.

Feature Articles — one per thematic pillar, up to 5,000 words, written to research-communication standard rather than journal standard: findings up front, methodology set aside in a sidebar rather than buried in the flow.

Infographic Spread — one key finding rendered visually, designed as the easiest entry point for readers without a research background.

Case Study — a grounded, narrative account from fieldwork or a partner region, often produced in partnership with allied organisations.

Commentary / Op-Ed — a short piece from an outside voice: a partner organisation, a practitioner, or one of our own interns, reacting to the issue's theme.

Contributors & Organisation Update — news from the team, intern spotlights, and a look at what's coming next.

Actionable Policy Levers — every issue closes not with a conclusion, but with concrete, realistic recommendations aimed at civil society organisations, policymakers, international organisations, and private-sector actors positioned to act.

Every feature article is built around the same writing arc, context and trends, then evidence and stakeholder perspectives, then implications for human development, then pathways for action, so that whichever pillar you read into, the logic feels familiar.

How an issue gets made

The Gazette is produced by interns working alongside our Research Coordinators, under the oversight of the Research & Publication Director, who holds final approval on theme and content, and our Board, which helps shape the thematic longlist. Each intern is assigned to one thematic pillar and is responsible for both a Gazette article and a companion policy brief or research paper; cross-pillar co-authorship isn't permitted, which keeps each pillar's angle sharp and clearly authored.

Production runs on an eight-week rhythm: the theme is confirmed and briefed to interns in the first two weeks; drafts are written and refined over two rounds of feedback in weeks three and four; final articles are locked by week six, at which point interns shift into the policy brief phase; the Research Coordinators then harmonise all six pieces for tone and coherence; and the Research & Publication Director gives final sign-off before the Communications team handles copyediting, formatting, and release.

Every article is checked against the same standards before it's published: evidence-based reasoning rather than opinion, a clear "so what" for policy audiences, analytical neutrality, and APA 7th-edition referencing, all reviewed through a three-step process, formatting check, internal peer review, and final approval by the Research Coordinators and the Director.

Where it goes, and who it's for

Each issue is released as a digital flipbook and circulated across academic networks, EU policy circles, and civil society organisations working on development issues throughout Europe, with universities and research partners helping widen its reach beyond our own network. That combination is deliberate: the Gazette is written to be credible enough for a researcher and accessible enough for someone encountering the topic for the first time.
