The Human Development Research Initiative (HDRI) is thrilled to launch the Youth-Led Monitoring for a Resilient Digital France (YLM-RDF) project! 🚀 Running from April to mid-November 2026, we are proud to announce this as an official ECAS - European Citizen Action Service project, supported through the EURECA Plus 2026 grant program for ECAS members. 🇪🇺🤝


⚠️ The Challenge: France's EUR 18.6 billion digital roadmap faces critical gaps. 💶 Currently, only 62% of the population has basic digital skills (far below the 80% EU target), rural 5G access lags at 13.5%, and youth civil society voices have been largely excluded from policy drafting. 📉🚜


💡 Our Solution: Using the ECAS Civic Monitoring Methodology Framework, we are empowering young citizens (aged 16-24) to evaluate national digital policies. 🔍 We aim to transform youth experiences into actionable data to protect funding for France's 4,000 Digital Advisors and hold decision-makers accountable. ⚖️💻
