Suspension of Rights and Informal Migration Governance: The Case of Italy's Pantelleria Hotspot

HDRI is excited to announce the release of our latest policy brief: "Suspension of Rights and Informal Migration Governance: The Case of Italy's Pantelleria Hotspot". Authored by Guglielmo Maria Barbetta and Camilla Pardini, this critical study examines the hidden human costs of migration management at one of the EU's principal entry points.  


For over a decade, migrant arrivals on the Italian island of Pantelleria have been processed at a facility operating outside of required legal frameworks. This brief exposes how informal border governance creates severe vulnerabilities for people on the move.  


Key Points from the Research:


  • Systemic Rights Violations: Between August 2023 and March 2024, 663 unaccompanied minors were detained in conditions that directly violated Italian law and EU reception standards.  

  • Denied Asylum Access: Astoundingly, from July 2021 to February 2022, not a single asylum application was formally filed on the island.  

  • De Facto Detention: Migrants face unrecorded confinement and the systematic confiscation of mobile phones without any judicial oversight or legal basis.  

  • Failed Formalization: Officially designating the center as a "hotspot" in 2023-2024 did not fix these issues; it merely institutionalized the failures and reduced transparency for civil society monitors.  

  • Urgent Recommendations: The brief calls on Italian authorities and the EU to establish explicit legal bases for detention, implement proper age verification for minors, and ensure accountability for Frontex operations.
